Key partners supporting Tokyo’s waterworks now and in the future
Over the years, the Bureau of Waterworks Tokyo Metropolitan Government has established an integrated operational framework together with Tokyo Water Co., Ltd., an organization with which it shares policy objectives, jointly undertaking the core operations of Tokyo’s waterworks system. This framework enables the Bureau to balance public interest with efficiency while ensuring responsible management of its operations for the long term.
Today, we have taken this concept a step further, with the Bureau and Tokyo Water operating as a single team, the Tokyo Water Group, under a unified management strategy. We are pursuing group management in which we leverage each other’s strengths and foster organic collaboration to effectively manage our operations.
At the same time, the environment surrounding the water supply industry is becoming increasingly uncertain due to factors such as a shortage of workforce, more frequent and severe wind and flood disasters, soaring energy prices driven by global conditions, and a decline in revenue resulting from future population decline. Furthermore, the pace of social change is accelerating, with technologies like AI evolving at a speed that has exceeded expectations.
Despite these circumstances, in order to respond effectively to changes in the environment and strengthen the Tokyo Waterworks Group’s overall capabilities, we will work to secure, retain, and develop personnel through collaborative efforts, such as joint training programs, based on our jointly formulated human resources development policy. Additionally, we will further strengthen our cooperative efforts, including establishing a crisis management system that allows us to make maximum use of the Group’s resources in the event of disasters or other emergencies.
We, the Tokyo Water Group, will steadily continue to fulfill our mission of supporting the lives of Tokyo residents and the urban activities of Japan’s capital, managing the water supply, one of the most essential core utilities.

The Bureau of Waterworks Tokyo Metropolitan Government and Tokyo Water Co., Ltd.
are equal partners creating the Tokyo Water Group that collaborates to support waterworks in the
Tokyo Metropolitan area.
Tokyo Water Co., Ltd. is responsible for technical and management
work transferred from the Tokyo Metropolitan Government and the importance of that role will
grow as more work is transferred over.
Through personnel exchanges, joint training,
and disaster response in collaboration with the Tokyo Metropolitan Government, we help reinforce
the management base and collective strength of the Tokyo Water Group to ensure we provide a
reliable supply of water that is safe and tasty into the future.
Tokyo Water, in collaboration with the Tokyo Metropolitan Government Bureau of Waterworks, dispatched a total of 92 personnel to Wajima as its first full-scale disaster relief effort, including 58 emergency restoration workers, 12 emergency water supply workers, and 22 administrative staff. All dispatched personnel engaged in their activities with a strong sense of responsibility. Tokyo Water Co., Ltd. has signed an agreement on cooperation in the event of a natural
disaster with the Bureau of Waterworks Tokyo Metropolitan Government.
When there is an earthquake or
other natural disaster, we cooperate with the Bureau of Waterworks Tokyo Metropolitan Government to carry
out emergency response activities such as surveying the damage in waterworks facilities and pipelines,
taking emergency measures, and surveying for leaks. When a widespread water outage occurs, we cooperate with
the Tokyo Metropolitan Government Bureau of Waterworks and local governments to provide emergency water
supplies.
To prepare for natural disasters, we regularly hold disaster drills with the Bureau of
Waterworks, supporting daily life in Tokyo during a disaster and urban activities in Tokyo, Japan’s capital,
as the Tokyo Water Group.
The Bureau of Waterworks Tokyo Metropolitan Government and Tokyo Water Co., Ltd. are engaged
in group-wide personnel recruiting and training to reinforce the combined strength of the Tokyo Water
Group.
We are actively engaged in personnel training as a unified Tokyo Water Group, for example with our
company participating in practical training and special training provided by the Bureau of Waterworks Tokyo
Metropolitan Government,holding joint training with the bureau, and expanding personnel exchanges by sending
bureau staff and company employees to the other’s location for training (training period: 1 to 2 years).
Tokyo Water Co., Ltd. cooperated with operations by the Tokyo Metropolitan Government to provide accommodation and treatment to people with mild COVID-19 symptoms under a cooperative framework with the Bureau of Waterworks Tokyo Metropolitan Government.
As a policy collaborator f that is one member of the Tokyo Metropolitan Government group, we help protect the lives and health of Tokyo metropolitan residents.
